The Pulaski County Regional Solid Waste Management District is looking for a Chief Recycling Officer to
develop, organize, report, manage, and monitor the District’s waste reduction, recycling, and re-use programs,
with an initial focus on the statewide Electronic Waste Collection, Recycling, and Reuse Program. To
accomplish this purpose, the Chief Recycling Officer will collaborate and coordinate programs with the
Executive Director of the District, the Arkansas Department of Energy and Environment’s Division of
Environmental Quality and the Division’s Office of Land Resources (DEQ). In addition, the Chief Recycling
Officer shall work with the solid waste, public works, recycling, and sustainability officers in the county, cities,
and towns within the county, and the other state regional solid waste management districts to protect the
public health, our shared environment, and conserve resources by empowering Arkansans to reduce, reuse,
and recycle acceptable general residential consumer waste, as well as special recyclable commodities
including, but not limited to, waste tires, electronic waste, PET plastic and glass. The District office is
headquartered in downtown Little Rock.
Qualifications for this position include the following:
 Ability to coordinate the development of the statewide Electronic Waste Collection, Recycling and
Reuse Program consistent with the requirements of Arkansas Code Title 8, Chapter 9, Subchapter 7, as
contained in Act 839 of 2021
 An Associate or Bachelor’s degree from an accredited college or university in engineering, accounting,
law, business, political science, marketing, or like arts and sciences; or equivalent work experience in
government, public service, utilities, customer service, for-profit business, non-for-profit organizations,
non-governmental organizations, or professional services
 Good oral and written communication skills
 Proficient in current and changing office systems and equipment
 Professional appearance and environmental interest
 Satisfactory background check and safe driving record
 Preferred knowledge of laws and regulations pertaining to solid waste management and waste
reduction
 Ability to develop and implement customer service programs that increase recycling participation in
curbside recycling programs, drop-off centers and recycling dedicated events
 Ability to develop and implement strategies to reduce recycling contamination among residential
consumers and complete timely reporting
 Ability to organize and conduct taskforce meetings among stakeholders
 Ability to pursue economic development opportunities of emerging recycling programs
 Starting salary: $57,000

Waste Tire Program Coordinator

The Pulaski Inter-District Waste Tire Management Program is looking for a Waste Tire Program Coordinator to administer the Waste Tire Program and manage all related reimbursement funds and monies received for the waste tire program. The Pulaski Inter-District is headquartered in downtown Little Rock and serves other regional solid waste management districts in the central Arkansas nine county area.

Assignment will be considered an Independent Contractor and not eligible for benefits. Candidate will be required to sign a terms of service agreement.
